proposals for the protection and development of the Rocca (fortress) of Spoleto and its surroundings
We tried to harness energy from the distinctive depth of historical and natural heritage consisting of the Rocca, the hill of Sant’Elia and the open spaces around them in order to tackle the difficulty presented by our three-fold objective: a. to bring the great monumental complex and its new functions within the gravitational pull of the life of the city, defining how the relationship could function and providing detailed itineraries; b. to provide contemporary confirmation of the intrinsic otherness of the Rocca, starting with the territorial scale and emphasizing “the statute of unrelatedness and separateness”; c. to give shape and borders to a spacious contextual urban park, identifying access points and delineating the physiognomy of its various constituent spaces.
The workshop responded to the three problems raised by the joint management committee with the following suggestions: a. a new system of relations between the city and the Rocca; this would include easing the principal access route with a mechanical elevator system capable of satisfying all the requirements connected with the new use and role of the historic building and built into the transport system serving the centre of Perugia; in addition there would be a secondary access system for pedestrians including all the possible entrances and exits and starting with the established main routes; b. a thorough clean-up of the rock base on which the Rocca rises and which is an integral part of the monument; a redesign of the various open spaces inside the Rocca; c. specific actions to safeguard and develop a series of adjacent areas which, from the Sanguinario bridge to the north of the centre to the countryside along the Tessino to the south and along the ancient city walls mark the conceptual boundaries of the Rocca park.
