The European Landscape Convention: a concrete change in ideas and standards

After its adoption by the Council of Ministers of Culture and the Environment of the Council of Europe, the European Landscape Convention was the subject of a public presentation at the Palazzo Vecchio in Florence on 20th October 2000. The Convention has since been signed by a growing number of European Community States but it is still early days in the process of persuading public authorities to adopt policies designed to safeguard, manage and plan landscapes and to shift the balance of power in favour of local communities and make them responsible for the quality of their immediate physical environment by declaring that all landscapes (not only those of “special” quality) deserve cultural appreciation and careful management.

Environmental jurist Riccardo Priore is Coordinator of the Secretariat of the Institutional Commission of the Congress of Local Authorities of the Council of Europe and of the programme of community law to protect landscape; he conducted the process of intergovernmental negotiations that led to the formulation and adoption of the international treaty.
